Dr. Hikabasa Halwiindi is a Zambian public health specialist, implementation scientist, and academic leader with extensive experience in strengthening health systems and advancing disease control programmes in sub-Saharan Africa. He serves as Associate Professor of Community Health and Dean of the School of Public Health at the University of Zambia.

He is the Founder and Director of the Implementation Science Centre for Advancing Practice and Training (IMPACT), which focuses on building capacity in implementation research and translating evidence into effective, scalable health interventions. He also plays a key leadership role in the HIGH Implementation Research Institute (HIGH IRI) and the Africa HIGH Implementation Research Institute (AFRI HIGH IRI), where he contributes to training and mentoring the next generation of implementation researchers across Africa. His work spans neglected tropical diseases (NTDs), immunisation systems, and community-based service delivery, with a strong emphasis on understanding the mechanisms that drive successful implementation in real-world settings.

Dr. Halwiindi has led and contributed to major projects supported by global partners including WHO, UNICEF, and the Global Fund, and has authored over 50 peer-reviewed publications. He applies systems thinking and implementation frameworks to inform policy and practice.

He currently serves as Chairperson of the Zambia National Health Research Authority Council, contributing to national research governance and strategy. His work is focused on bridging the gap between evidence and practice to improve equitable and sustainable health outcomes globally.
